Womenís Membership

 

International President Tse-Sup Lee has created a new committee this year, Womenís Membership Development and Participation to target women of the world to become Lion members.  Statistics show that 52% of the worldís population is women, but only 13% of the Lionís population is women.  Massachusetts falls right into this category ñ 51.8% are women, our District having around 21% women. President Lee has waived the $25 membership fee for women from November 1st to June 30th for women. 

 

Dg Paul has appointed me chairperson for the remainder of this year and I will also be the chairperson next year.  I am looking for people who are interested in joining this committee.  I can be reached at home at (978) 346-8561 or my email address is lions_potter@yahoo.com

On behalf of the Council of Governors, the committee is pleased to submit this report 

There is one (1) proposal to change the State Constitution  

This change will be presented to the delegates for their consideration at the State Convention Saturday Business Session on May 8, 2004. The proposed change has been properly and timely submitted to the committee.

 

            Proposed Amendment to the State Constitution

            Proposed by the Council of Governors.

 

            A resolution to change in the Constitution Article VII ñ State Council Funds

 

Section 1

To reduce Membership Growth and Development from .07

To .035 and add Retention for .035.


2004 STATE CONVENTION RULES OF ORDER

 

Order of Business: The regular order of business of this convention shall be outlined in the official program as arranged by the State Convention Committee and approved by the Council of Governors.

 

Resolutions: No resolution shall be considered by this convention unless all the requirements of the Multiple District 33 Constitution and By-Laws have been satisfied. Courtesy resolutions must be in the hands of the Constitution and By-laws Chairman or his representative by 9 a.m. on Sunday May 9, 2004, for presentation to the body during the Sunday luncheon. Courtesy resolutions must be in writing and have the signatures of fourteen Lions in good standing, and, if adopted, will be recorded in the minutes of the state convention report.

 

Voting: Only officially certified delegates or alternatives, present at the meeting, shall vote. Voting delegates /alternates must represent a Multiple District 33 Lions Club in good standing. Each club shall be entitled to voting members on the basis of 1 for each 10 members or major fraction thereof. Five or more members shall be considered a major fraction. The number of eligible members in each club shall be in accordance with the records of Lions Clubs International as of April 1St 2004, representing memberships of a year and a day and as recorded on Lions Clubs Internationalís list of certified delegate count for elections on May 7, 8, & 9, 2004, provided however, that each club be entitled to at least 1 delegate and 1 alternate. Voting on questions before the Multiple District 33 shall be by raising in hand the delegate or alternate card. Each District Governor and Past International Director shall be an accredited voting delegate and shall not be included in the delegate quota of his / her club.

 

Certification of Delegates/ Alternates: The certification, distribution and control of the delegate/alternate cards shall be carried out by the respective Cabinet Secretary-Treasurers under the direction of the Council Vice -Chairman as chairman of the Credentials Committee. Distribution of an alternate card only will be permitted in the absence of a delegate. However, if a delegate was previously issued a card, it will be his/her responsibility to return said card to his /hers respective Cabinet Secretary-Treasurer for a proper exchange.

 

Election: Balloting for Endorsement of a Candidate for International Director, District Governors and Vice Governors shall be held on Sunday May 9, 2004 at the polling places and times as designated in the official convention program. Following International protocol (International By-Laws Article III section 9) we will have a written secret ballot. In order to be declared elected the candidate must receive a simple majority of the votes cast by the delegates present and voting. All governors will prepare a separate written ballot for the election of District Governor and Vice District Governor and where applicable State Council Secretary.  The MD33 Election Committee will prepare ballots and procedures for the Endorsement of a Candidate for International Director.

 

Motions: There will be no discussion from the floor until a proper motion has been made and seconded.

  

Motion to Suspend the Rules: A motion to suspend the rules may be entertained at any time when no question is pending; or while a question is pending, provided it is for the purpose connected with that question. A two-thirds vote of those cast is required.

 

Addressing the Convention: After a proper motion has been made and seconded, any Lion may address the convention after being recognized by the meeting Chairman. Lions asking to be recognized will first give their full name and identify their club.

 

Time: Delegates speaking on any recognized motion will be limited, as to time, at the discretion of the meeting Chairman. However, the chairman will allow equal time to each side of the discussion. Debate can be cut off by a duly made and seconded motion to ìmove the questionî which receives a two-thirds vote.

 

New Business: New business shall only be in order at each session of the convention at the conclusion of the regular established program.

 

Challenging a Vote or Procedure: Any delegate, or alternate acting on behalf of such delegate, may challenge the vote taken or the procedure at any meeting. The Chairman of the meeting, where such challenge is made, will call for 19 additional delegates to stand in support of the challenge. If 20 do such challenge, the meeting Chairman will appoint tellers to count the actual vote for and against. If 19 additional voters do not rise in support of the challenge, then the original count shall be accepted.

 

Reconsideration of Action: No duly made, seconded and voted motion, resolution or action of the convention shall be given reconsideration for a change in voting or tabling unless such reconsideration be brought up within that particular dayís business session in which the motion, resolution or action was originally voted.

 

The rules of the Convention and the Constitution and By-Laws of Multiple District 33 shall prevail on all matters pertaining to the conduct of the convention. Unless otherwise provided by the foregoing, all questions of order or procedure shall be determined in accordance with ROBERTíS RULES OF ORDER.

The walk around the Pond is approximately 2.2 miles of scenic views, wildlife (you will see many tame Lions), paved walking and jogging trails and the new Lions Park.

 Check in time: 9:30 AM at the main parking lot of Horn Pond.

Directions from the north or the south Take Rt 128 to the Winchester Rt 3 Exit. Follow Rt 3 into Woburn. Continue on Rt 3, past the Star Market shopping center on your left. Just after the Gables  Senior facility, take next left onto Pond St. and follow to Horn Pond. Horn Pond will be on your left about two miles down.
